clear coat is bad, how to fix it?

Here are a couple pictures of my newly aquired 96 mystic cobra. As you can see, the clearcoat is bad on both the front and rear bumpers. Anyone have any success at working this stuff out? Do I need to take it to a pro to get it taken care of? Any advice as to how to clean it up would be great.

Poorboys stuff works pretty good. Do a google search on them. They have some great products and they work very well with a porter.

I can't really see the pics that good but looks like the clear is "popped", there couild be a very temporary fix but looks like she might need color sanded and cleared again. Mystic? You could bring it by my house and I could give it a better look.
