    specialists. thats for an emphasis in ESL. Not for basic teacher certification.

    Full SEI Endorsement:
    Within three years of obtaining the Provisional SEI Endorsement, all persons holding a valid Elementary, Secondary,
    Supervisor, Career and Technical Education, and Special Education Arizona State Certificate must complete an additional

    semester hours of SEI completion training
    to apply for their Full SEI Endorsement. (Mandated R7-2-613 J.1.)
    As for pa, its required for teachers who are specifically teaching in ESL programs, not for full teacher certification like it is in AZ.
