Need some help with electrical problem......

I am in the process of getting my SVO back on the road. I installed the new engine and goodies today and have had the battery on the charger all day. I go to try and start it and the solenoid just clicks. I checked for voltage coming out of the solenoid going down to the starter and i have no voltage coming out of the starter relay. Battery voltage is 12.8 and voltage at the solenoid on battery side is 12.8? I am lost as to the problem. I am thinking the solenoid took a crap but kinda strange since it worked perfect when the engine came out a couple of months ago. ANy input would be appreciated. Thanks

Starter could be bad or stuck, or the solenoid, can you cross the poles on the solenoid to bypass to see if it engages the statrter???
