Car tuning. bolt missing?!?

Ok i am in the garage now and i am going nuts to find the tuning bolt. the car is running way to rich and needs to be turned down. im obviously missing something here. i had mysteo dad look to mke sure i am not over looking it and still it is missing. the tag on the carb is a C9AF autolight.:yes:

Look for a couple of blue caps, pull those off, one screw is your idle the other adjust the carb from lean to rich.
